It is an obvious and easy to detect loan defect that will affect the current (at the time) investor from disposition the loan according to it's master plan, as such it will eventually get dealt with.  

Related to plumbing (and certainly helps to have a background in plumbing) is Leak Detection services.

Moisture intrusion is the worst enemy in housing....didnt know until i started ripping the walls down. i was a bit inexperienced with detecting these issues. i mean...this house has been THE learning experience. i still would have got this house, however. i wouldve offered probably $25-35K less. got it in january, and even at $300K...i dont think it was a bad deal. it appraised at $360K, which was the redfin estimate. today redfin estimates it to be at around $463K. but who knows?

I definitely have some detective work to do before I purchase.

Even if it has had foundation repair work, they can usually detect that there has been previous damage.  

I know the state and Cleveland are trying to pass some new laws to protect tenants when lead paint is detected.

Additionally, call the police department and see if you can talk with an officer or detective.
