If the rental lease started 1/1/2025 it's likely it was technically in service in 2024. 

If you don't own a primary, that's the best place to start on this journey. 

Anyone who charges an initial deposit before the job starts will be low on the totem pole.

Yes there is expense but it can often be cheaper than knocking it down and starting over.

Well worth it and the best strategy to start in my opinion.
