You won't be scaring away the seller, this is a completely normal thing to request and your broker should be the one prodding the seller's side for this info up front (especially if the seller's side hasn't provided it already with the marketing material at the very least). 

The only reason that you are requested to order a comparable rent schedule appraisal is because the lender needs to see what the market rent is for that specific investment property.

That's why they are requesting it.

Their country reports are also excellent and usually free upon request.

@Kyle Rucker- thanks ....you will have a tough time locating a 2nd loan for  180K +  ....Ask the realtor you are working with for options ...Make sure that the lender holding the FHA loan will be able to approve your assumption  request  ( this can be a long drawn out step ) .....if you do find a 2nd mtg - compare the fha loan and 2nd mtg  to a  simple new FHA or conventional loan as there may not be a large difference
