I had a contractor to look at it today and he told me to rip it off and to insert some plastic to prevent it from getting wet.

this should soften it. use a plastic spackle knife not a metal one (scratches....) to scrape it.now the next one is to find out what can dissolve the glue/adhesive....try water, mineral spirits, goo-gone, vegetable oil... unless you want to sand/refinish the floors. than you can go gorilla on it with a big scrapper

This is part of what I received this morning.The storage units that were approved are to be made of sturdy plastic, approximately 6 feet high, 2 feet deep and 4 feet wide and “MUST BE LOCKABLE”.The storage units may be purchased by the unit owner OR at the expense of the tenant.For your convenience we have enclosed pictures of 4 containers that are approved.Any items that cannot be stored inside of these containers and placed against the wall in front of the designated parking space WILL BE REMOVED AT THE UNIT OWNERS ESPENSE!

From the manufacturer these typically come with the pink insulation and then either a plastic or mesh "underbelly" to keep out rodents and serve as a barrier.In the south we don't like breathing between the underbelly and subfloor due to heat rising and to support ventilation, but in the north they have a mesh to allow for the opposite.
