With the way rent rates are falling as of late, this has never been more true than right now.Selling your current home and losing that amazing rate would be a huge disservice to your progress. 

You can always refi as investment property in the future and then you are not limited to the 12 month occupancy rule, but investment rates are usually higher than owner occupied rates, so just need to re-evaluate your plans once you start considering your refi options.

If not, how did you evaluate reno costs before closing to know if this would be a deal that would make you money?

Most people will not do just the simplest research, the US builds just under 1.5 Million Housing units (SF, MF and Apartment) so she wants to drive this down to 750,000 + -  per year, does not look like great progress to me.
