I mean isn't it best practice to have a list of at least a few buyers first rather than going under wholesale contract then risk scrambling to find buyers or worse having it sit idle for months which defeats the point of a purchase contract?

If the contractor does their proposal and cost estimate first and the 203k Consultant just 'copies' it, that's mortgage fraud and defeats the main purpose of the 203k Consultant. 

That seems to defeat the purpose of this specific legal requirement.

I don't mind contributing to mortgage rather than me paying rent for another place but that would seem to defeat the purpose of house hacking.

It may just save you a huge loss that would defeat your original purpose of bringing your wife home.  

Either way the end result is that the locks will never let me change the PINs which defeats the whole purpose of having them.
