If the decision to purchase materials is trust related than that is a red flag and should likely eliminate the GC from consideration.

Economic Factors: Are job growth, population influx, or other economic indicators a big part of your decision-making process?

This is meant fo the newbie out there who is in my situation and is just thirsty for any info to help them make a good decision.

Also the interview is a big part of decision making, because most important is to have a person who is responsible and keeps your property clean.We don't look at bank statements, but we do want to see the last pay stub before we sign the lease and make sure the employer and the amount matches the application.

Everyone's circumstances are different, so maybe it makes sense for you to borrow against the 401k, but I just think it is important that folks are fully educated on all factors before making that decision. 

The decision becomes so much easier if the exchange rate is close to 0.8-0.85 which where it has traded traditionally.
