For example you finish the attic and add a 3rd bedroom or you take the already there illegal attic or basement unit which are common in Chicago and connect it to the legal unit for extra living space so now you have 3/2 duplex rents on what used to be a 2/1 simplex.

Both are attainable options in the Poconos. 

Then go price your labor plumbing electric, roof, finish outs, and landscaping.     

Also spell out as much detail as possible in your scope of work with the contractor, you cannot assume that they are thinking the same thing as you when it comes to finishes and material choices.  

If you were doing the level of finishes to flip this property, what's it going to look like after a low-income S8 tenant lives in it for a year or more?

By the time you finish all renovations it will be time to raise rents again!!

I can't speak to how long a court process would take, but if you have all your ducks in a row, a favorable judgement should be pretty attainable. 

What about the finish level of renovations depending on the property Class?
