Ive already added updux in the bed rooms and installed a programmable thermostat at the Toms request but when you threaten me I don't want to do anything for you.Just now I received a call from Yari.

We have done a few dozen conversions from oil or natural gas boilers/furnaces to electric baseboard heat.Some tenants think it will be more expensive to heat (we are in PA), however, we always tell them true about our experiences:Electric baseboard can be controlled in each room with it's own thermostat. 

Future plans to cosmetically renovate 2 of 3 units, enhance curb appeal, and add modern touches (keyless entry, smart thermostats, etc.).

They said that they weren't going to fix anything because it was noted in the inspection report (minus the missing thermostat which they will replace), and they were unsure of where the deposit is.So I obviously feel like I'm getting screwed over on this.

However, there were damages, to include that he tried to install a Nest thermostat and blew a fuse because of it.

Also, I want to understand the effect of having two units in one large room - how do they know when to heat vs not heat as they each have a separate thermostat.

Regardless, the thermostat being downstairs is difficult because the cooling setpoint will be reached downstairs much faster than the upstairs resulting in that being hotter all of the time.
