For the shed, the building code may require it to be anchored to the ground with a cement pad under it.I would tell the tenant that if they wish to pay for the permits and licensed contractors and sign an agreement that the fence and shed become a permanent part of the property, that you will consent.

The original stairs were a narrow very steep nightmare.On a recent foreclosure/flip we had to tear out the (3) 4ft long cement platform steps (circa 1950) leading up to the small patio at the front door as the rise was deemed too high.

I'd start by telling the title company that you have been defrauded and that recording the deed will cement that fraud in place.
