I'd like to understand @Devin James, from the domestic developer mind of things; If there stands a confusion, lack of comprehension on how to address housing compilation in a given region, city, MSA etc., why not look to Europe?

I’m working on scaling my multifamily portfolio as well, and I’m always looking for sharp, motivated people to collaborate with.

Lake Berkley or Terra Verde come to mind, they are peaceful yet still fairly close to the parks.

Also, keep in mind occupancy is usually calculated yearly.

Keep in mind that while there is an exemption to the Fair Housing Act.....most states that have a state level Fair housing law do not typically provide the same exemptions as the national law.

You will want to be motivated and make consistent progress.
