Should I wait to have these items done before signing the contract (could take weeks) to give time for home inspector to inspect the property (and risk another buyer over bidding me), or just sign the contract and have the home inspector come when everything is done?

@Mike Morey - I have had very good luck and prices through Allstate, I use Dave Bochtler located on Center St in Auburn, Only catch is their inspector does find stuff like roofs and paint peeling and they put timelines on fixing them.

But my point is that his employee (the inspector) should not have guaranteed to me that he can fix it for some specific amount, it feels almost like a bait n switch because now I have the house and have to pay the full amount.

The lender sends an inspector to decide what work needs to be done, the GC does the work, the inspector comes back to make sure the work was done properly, then releases payment to the GC.

Permitting upgrades was interesting, because of their size, there are multiple code violations that were "excused" since they are grandfathered and the inspector could not recommend a solution.

This would give inspectors an idea of what previous work or remediation was done on a property and verify the work resolved issue, was done correctly, safely, etc.
