Which means when the credit market tightens, it won't be frozen or converted to an amortized loan. 

These funds include things like utilities, materials for plaster repair, painting, replacing broken windows, adding gutters, & ridge vent, attic insulation, replacing rotten stair treads, reworking the crawl space to address frozen water lines etc.  

But even then you are screwed, because by the time they have someone come out, all your pipes are frozen..

If just Domestic, they can be frozen or seized since it still is under the control and jurisdiction of the US Court and judge.
