Just from looking at the picture I can tell you that you're going to have to do something about the plywood exterior decking.

I had 1 sub try 4x to build a back deck.

We specialize in exterior remodeling  like decks, fences, siding, windows, roofs, soffit & fascia, and doors as well as attic insulation.

I would not have time to talk on BP it would be all hands on deck trying to collect what I could. 

Since all financial hands are on deck vs 2008, the fiscal challenge is a bit harder to read.

Steel, tile, slate, etc are all significantly more expensive, and decking issues beneath the existing (due to moisture, etc) will also significantly increase cost.

Rooftop decks/common areas are fairly common for the infill stuff I see.  

It really only needed some minor repairs to the french doors (handle hardware), some paint, repair and clean off the decks and it was good to go.
