I may contact the city housing authority and see if I can get anywhere with them.

Make sure if it is a corporation that the person signing has full authority to bind the company to the lease and you have it notarized.

Also looking a little closer it looks like most of the rent is paid by the MHA (Memphis Housing Authority).

Hi,I have a property that I am supposed to close on Monday, but apparently the owner hasn't been paying property taxes on it, and it has been seized by the tax authority to be listed for sales.

Keep it simple.....Find out when is the last time their rent was raised....if it's been over a year.....ask the housing authority in writing about raising it to market rates....then see what they say.....Sect 8 tenants CAN be a source of guaranteed income so don't kick them out arbitrarily .....only to end up with tenants that pay "market rate".....but are constantly late on rent or causing problems....I have Sect 8 tenants and non sect 8 tenants in Ohio and California and my Set. 8 tenants are FAR less "maintenance" than the others.

I need to dig up the posting, but there have been something like 75% of states that have tested grandfathering laws successfully when cities try to overreach their authority. 

Then the insurance company and the tax authorities would just bill the bank, as that's the billing address they have on file.

That is one of the paramount reasons we have licensing laws.Any agent engaging in such activities should be reported to the proper authorities.
