If I remember correctly China lake is out your way...I assume you are or were in the Navy?  

Unfortunately said landlord lives in China and we have never met said person.

It could be like China which has no real estate licensing nationwide anyone can do anything.. but being that we do have license laws in all 50 states .. its just up to those that want to follow them.. or if you get caught you suffer the consequences.On the CA BRE website there is a tab front page   ( if you suspect unlicensed activity file complaint here) in Oregon you put a craiglist ad in or mass e mail or sign in the yard on a home you don't own.. and your going to get wrung up.. this state is pretty aggressive .. same with lending without a license they go really hard against those folks.that's my take on this whole thing..

I have in the past been offered asking price with no negotiations necessary from China based investors.
