See if the city will create a "clean sweep" event where the whole community gets involved in cleaning-up the neighborhood.You will also need to attract other investors like yourself to start buying in that neighborhood so collectively you will make a change.

I don't ask them to clean "my" stuff: like dusting furniture in the living room as it's all my stuff (bookshelves, stereo cabinet, dog sleeping area), but I do ask them to clean "common" areas like sweep/mop floors in kit/living room, kitchen countertops, refrig., stove, and the full bathroom - which we share.

In NY you don’t need to disclose, but buyers might do a tank sweep, and though disclosures aren’t required, I’m not sure the legal ramifications of it comes up that the tank was self-abandoned.
