Can't comment on Montgomery County but in Philadelphia with respect to tax sales you cannot obtain title until a year from the date the deed is recorded.

Mind you this was a $930K loan, notified the lender 6 weeks ahead of time that we were going to rent the units, and had three $2,850+ leases executed by the time the sales covenant date hit.
