Couple of thoughts, if you think the property is worth 650k now, I would reach out to your existing loan servicer and ask them for the PMI removal form.  

It's possible the first letter or summons will slap your tenant quickly into compliance, or you may go all the way to court/judgement/sheriff removal.

I would have removed the relative and been done with the home fam damily.I suspect there were issues with the mother, but you allowed her misbehavior.
