Operators see nothing wrong with misstating their qualifications and experience, taking money from ineligible investors, taking money when they know the investment isn't suited for the investor, selling funds that are not their own without a broker's license.

I'd send a letter to both the neighbor and the HOA informing them that on X day I will be filing suit naming both of them and we can let a judge decide which of them or if both are liable.
