He apparently didn't ask if there was another taxing authority that DID lien properties or that levied the taxes.  :-) (And foreclosure auctions are conducted at each individual property, which is not related, but interesting.)

Also, create a clause in your rental agreement that states the tenant agrees to pay for any fine or charge that the HOA levies against the property owner as a result of action or inaction of the tenant or their invitee.
