I would not consider any of the finished development data, none of it, I would completely scrap everything the previous developer was doing and I would work up my own development plan from scratch, point A too Z, which yes will takes weeks if not months. 

But if you really kind of like your place, tell your landlord that rents are going down in Abilene, x, y and z are newer and have dishwashers and now rent for x but that you are willing to sign another years lease if your rent is lowered to current market rent and certain repairs are made.

I do the same myself since you need boots on a the ground and look for A-Z solutions on buying, management and long term operating/growth strategies.
