It may imply that the premium over the risk free rate of return is a constant (i.e. if 'normal' is 4.5% 10 year treasury rates and 'normal' is 8% cap rates, then the 'normal' premium over the risk free rate is 350bps) so that the expected 10 year treasury rate + 350 bps is 6%.

There tends to be about a 150-175bp spread of 30yr fixed mortgage rates over the 10yr Treasury (constant maturity shown here.)

Treasuries have been better than gold because gold doesn't have yield.  

The index uses nonfarm payroll employment, the unemployment rate, average hours worked in manufacturing and wages and salaries, state-level housing permits (1 to 4 units), state initial unemployment insurance claims, delivery times from the Institute for Supply Management (ISM) manufacturing survey, and the interest rate spread between the 10-year Treasury bond and the 3-month Treasury bill.Declining trends in the leading index for the US tends to precede a recession.

Some banks price loans at 200 basis points above the 10 yr treasury.  

U.S. treasury bond yield is at 2.7% on a 30-year term right now.  

My advice would be to read through the treasury regulations to get a general understanding of cost basis and take this to an actual tax accountant that knows property taxes.
