I have no idea what source you are quoting, but it appears to be some sort of blog or other writing that is not from the HAP Agreement or the HUD website.  

Step one in optimizing your listing might be to set up a simple website with a landing page, event calendar and blog so you can become the hub of information for people traveling to that area. 

If it's US properties, I just wrote a +3,000 word blog post on Investing from Out of Country.
