I haven't agreed to the trust yet because they have acted with little integrity in many previous money matters.

I suspect they are using someone else's identity or hiding something negative from their landlord.It is not uncommon for people to have good credit but still have an eviction or other problems with a previous landlord.

Also as previously mentioned things get dicey if this hypothetical basement tenant does not pay rent. 

If you erroneously forgot to mention the signs, then you can see how I didn't make an assumption about you doing something unethical in your previous example as you have a habit of not making clear points and including the most pertinent information.
