Are you hiring a GC or planning to GC on your own? 

I am looking to do a fall project on a fixer- upper to hold and rent. 1. Can anyone offer insight into whether or not I truly need a gc?
2. Also what are the best questions to ask when vetting any contractor?

If you just hire the cheapest or first PMC you speak with and it turns into a bad experience, please don’t assume ALL PMC’s are bad and start trashing PMC’s in general.

Yes I have answered this numerous times on other threads, but bullet points:1 - If you are considering a PM, now would be the time to hire as you can lean on them most likely.2 - Look for designers in the area. 

I am much happier with it than with Leadpropeller or last developer I have hired.

The debtor and creditor would each hire an appraiser to appraise current value, and of the values vary greatly the court may have another appraisal done.  

I would recommend hiring an accountant to do an evaluation of the business.
