Working for a backup will tell you if you're over reacting and give you options. 

I have around 20% equity in my home and am looking to lock in the HELOC before the market reacts in a major way to the current COVID-19 situation. 

I don't know how a bank will react if the answer is they are going to re-lend it to their inexperienced nephew just out of college who just moved into town to invest in real estate with no experience. 

Scammers like this feed off of landlords' desperation in hard times so don't start to compromise your process just to put a warm body in your units.

It will definitely be interesting to see how the market reacts in the coming weeks and months.

In that case, a majority of landlords are going to react and respond with compassion and appropriately, making the right business and ethical decisions.
