The ADA is meant to protect a disabled person regarding privacy.

HUD requires reasonable accommodations to any reasonable difficulty or impairment that a tenant may have, it is absolutely not restricted or limited under the ADA or limited to only physical impairments.

We routinely offer to change out toilets to chair height (also known as ADA height).

An ADA violation could turn out to be much more expensive than the damage a pet could contribute. 

When you buy them you can see if they are ADA compliant.
