Just because you did not get a ticket the last time you were speeding does not mean it is legal to speed.

For example: You could make more money in rents providing "free" high-speed internet to your building.

If for example someone wanted to rent from me, and a background check revealed three speeding tickets in the last two years, it seems irrelevant.
