If you don't have the zoning already I wouldn't waste my time. 

There are ways of buying a property to get around seasoning time requirements.

Your there in the mix of it, literally right there in your back yard your seeing this done all the time with STR. 

If you've dealt with this how much did it cost and how much time did it take to resolve it?

@Steve Babiak is absolutely right.I've said it many times buying at tax sales is the most hazardous way to buy real estate.

I would suggest starting with reading the IRC book all the way through multiple times.

I worked at hospital diagonally across street so very convenient and at the time this 2bed 1bath was all I needed.

I have been doing these type of loans for 30 plus years and buying foreclosures since the late 70s.. seen it time and again  ..

Sounds like a pretty easy way to get in over my head fast, but at the same time, it seems like an opportunity to pick up a property WAY under market value and there theoretically should still be plenty of meat on the bone.
