How can this brother sleep at night knowing his sister and her (disheveled man friend) will now be sleeping under an over pass begging on the streets.It's beyond me.Like most homeless, it's likely due to mental illness, drug abuse, or a combination thereof.

And just maybe get those homeless campers somewhere else. 

Remind them if they are working, they need to be paying rent or sign a legal document stating that their income has been affected and they risk being homeless (paraphrasing, but for them not to pay the govt has a form they have to sign).
