Loosening some of that up or at least streamlining the process and hiring more people in those departments so that it doesn't take a year to get a building permit would be better than wasting time trying to convert unbuildable federal land into new housing developments.

If you are missing any of TIE, you are far better off financially hiring a local property manager.  

This includes hiring an inspector to check for structural problems, arranging for a pest inspection, and getting a professional appraisal to ensure the property's value matches the bank's asking price.

Also, would you suggest using professional firms to do the hiring process or should I do on my own to save money?

Save the money, clean it till it shines, maybe basic improvements like a few new light fixtures or at least matching/bright lightbulbs, maybe a few new faucets, some paint touch ups and sell.If you’re hiring a Realtor®, they can tell you pricing in current condition versus pricing with a few minor changes.

I'd like to understand them enough to at least be able to hire someone to help me.
