When a tenant leaves, the configuration they leave it in has the highest chance of being suitable for the next tenant with minimal construction. 

There are also potential options to add 3rd party meters at the units but again depends on your building configuration.

Outdoor receptacles uncovered are as much a hazard as badly configured panels. 

You have to be a bit careful with this thought because you are definitely paying up for NNN properties so there really isn't much room to spend extra $ to change the building configuration.
