You might be shocked by the amount of toilet paper some people use for their "functions" and some of the fancier stuff does not disintegrate as easily.Personally, I cannot remember a single place I've ever stayed in my life - STR, hotel, whatever - that I can remember liking or disliking the toilet paper.

Section 8 rentals are frequently located in extremely low barrier of entry markets, especially the single-family homes and small multi-family properties which I assume has also led to an influx of inventory.

This doesn't mean that you can't purchase a multi-unit (duplex, triplex, etc.), but I do not believe that you will qualify for VA loan entitlement if you purchased a property that is not your primary residence.
