It sounds like your borrower has told you to go pound sand and is not going to try and bring the account current and has no interest in surrendering the property back to you.

I don't want to be pennywise and pound foolish yet I don't want to spend money needlessly.Know the difference between adequate flooring, painting, etc.. and overkill.  

"An ounce of prevention is worth a pound of cure"...wah, wah, wahhhh....Unfortunately, there is not usually much that can be done to avoid becoming a victim of such disasters other than investing in areas that are less prone to this type of weather activity.
