I have put it under the carpets for now and when I redo bathroom and kitchen floors, I will put it in the traffic areas under new tile floors or maybe engineered wood..not sure yet.

I would upgrade a slummy looking kitchen or bath with builder grade materials or do tweaks to something old looking but in good condition (refinish a pink cast iron tub, use oil based paint to cover dated bath tile in good condition, paint good condition cabinets white and add new counters)

The problem is it is peeing on the floors, which are mostly tile, but bedrooms are carpeted, and the tenant isn't picking up the poop in the yard.

The contractor should have access to roofers, framers, concrete, pool, plumbers, electrical, tile, sheetrock, kitchen & bathroom installers, painters etc and should pull the permits.
