I just viewed what looked to be a beautiful 3 unit in the photos a few days ago, but when I got there it was apparent the building had a natural gas smell in the basement, plus the owner pays all heat for the building since there is only one furnace.

Also make sure you take photos of the damages.

If amount they need your approval for is not specified already in contract, send them your pictures of how you left the house (hopefully you took extensive photos before turning it over to them, like under every sink cabinet, every bathtub etc) and ask them to have the cleaning service modify the bill as it must be a mistake, then have a frank conversation about expected maintenance costs, hourly charges and amount they need to call you first before ok’ing on your behalf.

I assume they have to have receipts for all work done that will come into play if you end up in court.It's great that you have move out photos/videos of the unit in good condition. 

I would also (ASAP) raise the rent some nominal amount - like 5 to 10 percent. 

My question is should I have a contractor review the property/or send photos and videos to get a more accurate number on renovation cost and then afterwards take that to the seller and negotiate?

Agent walks the property (or can get a good enough ball park rehab based off photos)2.
