You'll need some income and credit history as well to get started...start building that now...you have an ocean of time in front of you.Not sure how valuable finding a "partner" will be when you don't have any experience or capital.

I suspect other blue collar areas can produce similar results so the deciding factor was close to us.  

In many blue states, they go bugnuts over stuff done without permits.

This has to do with the the massive demand, curtailed supply (one side is the ocean!)

Permits have been issued with blue prints available! 

How people with blue collar jobs can afford to live there remains a mystery to me.
