@Mike Nuss Thanks, so helpful - as a newbie I had to first understand that by R1 we're talking about State of Oregon/IBC occupancy, not Portland municipal R1 zoning :) So now I'm down the rabbit hole of researching R1 transient hotel occupancy standards (for <10 people, as will be the case for most SFH structures).

FOUND SOLUTIONS:1 - This looked relatively inexpensive, but requires a window in the basement (which may not be present), and is very much DIY:https://www.finehomebuilding.com/2008/09/10/a-dehu...I found 2 - 5 on the following site:  https://www.hunker.com/12002792/how-to-dehumidify-...2 - Placing Charcoal bricks around the basement3 - Filling a bin with rock salt and drilling a few holes allowing for water to drain4 - Buying desiccant's and placing those around the basement5 - Running an electric heater, set no higher than 95 degrees.I really like option 1... but if my basement doesn't have a window, it won't work...

We tried to charge them the lowest amount by not adding labor or materials for certain repairs for example to repair poor cover-up job for holes they made in walls, we just charged partial contractor labor and not materials.

I would agree with JD Martin that is pretty cheap, especially the walls which usually involves drilling 2 holes every 16" between the studs.
