There are legitimate reasons that this would happen like if you had to move for work. 

Is this legitimate, or is this a scam and a waste of time?

If the tenant is paying their rent regularly, you better have a legitimate reason for asking them to vacate.

Discuss who makes repairs during option period- typically buyer.It works if the buyer can legitimately qualify- dont take someones deposit if they think they can qualify in a year... but you know they wont be able to.
