It's possible the engineer is agreeing to take on the ENTIRE development process and manage the entire development of the project but that would need to be clearly defined in the roles and responsibilities of the development partnership. 

Yesterday, a woman commented on a couple of my responses as "Scammer" and disliked my posts.  

It did sound too good to be true and I wasn’t confident with the financial responses she provided.

After all, no one really knows if the water came from your unit and/or whether or not it is your responsibility.
