Sometimes a place just smells when a human or pet has inhabited the place. 

I think the biggest hurdle today between law enforcement and civilians is that the average person has no idea what the job/life is like.

Just recently the post commander opened on post housing to civilians as they can not fill their housing on post with active duty soldiers.

Essentially, you need a property in habitable condition where you would get an "as-is" appraisal and not subject to a bunch of work being done.
