So holding the property and even renting at below market to get it filled quicker with slightly less cash flow (maybe 100-200 less at most) is still a decent deal as a buy and hold.

Your looking at this really cool and unique position your in, and focusing on it as a problem. 

HML is the same as getting a mortgage from a regular lender such as a bank or credit union, but the HML does not require as much documentation and they provide money really fast say, within a few days. 

However, as a seasoned landlord, I would not ever dare to ask "how much more damage could they do?".

Know your responsibilities as a landlord instead of acquiescing to every request or complaint.

Once it's placed into services as a rental, the property taxes will be a rental expense.I agree with Gregory above and speak with the company he has his mortgage with.

There are lenders that "specialize" a bit more into those kind of areas, but from the eyes of a lender, what could happen is that they see 'rural' as a sign that you might struggle finding tenants down the road.
