We also get complaint letters about noise, yard work, he states that anything we do “puzzles him” as if we are doing it to try to annoy him, and complains non stop about this and that, he emailed them to us AND certified mails them to us.

You need to be careful what you call a lead.For me a lead is not someone that wants to sell, needs to sell, or begs you to sell.A lead is someone that is willing to acept a lower offer regardless of the reason for selling.Now.. what you describe may be annoying to you, but don't ge ttoo bummed out.There is somethign called "in-market" audience and there is something called our-of-market audiences.In-market audineces are people that are currently in the market for your sevices.. while out of market audience are still great prospects, but they are not in the market for your services, but could be in the future.Connecting with them, could prove benficial as long as your goal is nurturing them.
