If you really want her out, I'd tell her if she leave before the end of this month and the place is in good condition, that you will return her deposit AFTER she is out, given you the keys and you've inspected the place...and as Colleen says, be there with a locksmith or new set of locks to change the locks.Then once she's out, you can try going after her in small claims court for the unpaid rent.

My last food for thought is if you decide the risk is worth taking, always get the inspection done.

Also for those with section 8 experience, how much work is usually needed to pass inspection, how long is the property usually vacant for and where can I find assistance for the steps along the way and all the paperwork.  

I would imagine I would still get the house inspected and appraised to minimize the risk.

Currently have 3 renos going, move in tomorrow, closings this week, and a sec 8 inspection Thursday. 

Recently, PM suddenly told me that this property needs "lead testing".My PM is not aware of this I already have 2-year lead certificate from the previous onwer AND assigned an inspector for lead inspection for me.

Same reason you have someone handle the mortgage, title transfer, inspection, etc.
