There are a few reasons I can see someone not using it i.e. they are relying on appreciation (not my cup of tea), they look forward to equity build up and loan payoff, or maybe they are seasoned investors that know their maintenance and management keeps at a certain percentage.

I have a chinese herbologist in Chicago that I go to for preventative care that I need treatment for. 50 bucks and she'll put together a tea of sticks and leaves that perform far better than any prescription for things like mild food poisoning.Now I'm just a property adjuster but I know how insurance companies think and there's no way in heck they'll have a health care plan that includes leaf and stick tea.

Same goes for "unconscionable profits": it is only unconscionable when a court of law says so.And when it comes to "informed sellers", I encourage every homeowner I deal with to seek advice from the relevant expert (tax expert, RE lawyer, RE agent, psychic/medium, tea leaves, whomever they feel is working in their best interests) on what is best for them in the transaction.
