Are you looking to submit just a small list, find a skip tracing service that does not have high spend minimums but rather flexible spending option for low or high volume. 

Many services only provide basic credit reports, which no longer include judgments and liens—key indicators of financial responsibility.

I have significant anecdotal evidence for this, though I wish I had a crystal ball.With students, "less desirable" usually means kids who can pay a little less than the $1100+/bed being charged in the larger buildings.
