This is a very early stage investigation to see what my options are, the ROI would depend greatly on the strategy that would be used moving forward, which is something that is very open to possibilities at this point and I have flexibility depending on the needs and desires of a potential partner.  

Sounds like I am going to have to do some further research on how to investigate past evictions since it seems there's no catch-all approach.

FYI everyone, Cape Coral Police have passed the investigation into Blacktip over to Lee County Sheriffs financial crimes unit.
