A background check only filters the people who got caught.Many people are suffering today from a wrong and immature choice they made when they were younger.  

The case workers that are employed by them are often very low training, under paid and often immature, uneducated on local laws(often reside in India). 

These people will have to share a house together, and you don't want tenants who are messy, loud, inconsiderate of others, or immature--these types of tenants will just cause you endless headaches (and liability) in a rent by the room property.

I know it's currently fashionable to play the victim but it's immature if not unmanly.

Sometimes we find great tenants that are able to move in a short time, they are usually living at home at the time.Be prepared for a bit of immaturity.  

Mind you i was still pretty immature back in that time so I wasn't soaking up the info like I am now.

Yes, I heard that as a kid, lots of aspects of that, most all relate to immaturity.
