And that means empowerment, or hinderance, for doing the next strategies. 

They feel long term growth and quality of the area better in the long term helping instead of hindering businesses. 

In your opinion, does that hinder the value of the property or does it enhance it?

My recommendation would be to focus on investing unless the debt is directly hindering you from starting such as credit or debt/income ratios with the lenders that you are dealing with.

But there's no reason to let that hinder or dictate timing of your 1031.A partial exchange may be appropriate - This is where you purchase less than what you sell or take cash out of the sale.

When you say that refinancing limits your ability to write off interest, do you mean that you won't be able to write off the additional interest increases or do you mean that it will also hinder the previous amounts as well?
